The Plan is written to reflect the Centers's compliance with adopted rules concerning LMHA's and the developent of a network of service providers within each LMHA's local service area. The new rules establish the requrements of an LMHA in assembling and maintaining a network of service providers and set forh the conitions under which LMHAs may serve as a provider of services.
